Industrial Park Welcome the “Wave” of Investment from TPP

Trans-Pacific Partnership (TPP) between the 12 members, including Vietnam, has recently concluded negotiations after more than 5 years of hard working.
Before that, many enterprises with foreign direct investment (FDI) have come to establish factories and business in Vietnam to prepare for the economic benefits that TPP brings.
According to Long An Economic Zone Authority (LAEZA), up to September 30th, they have received 122 investment projects, increase by 14.02% compared to the same period in 2014.
In which there are 67 FDI projects with a total investment of over 395 million USD, increase by 2.37% over the same period in 2014. Enterprises mostly invest in such areas as apparel, footwear, textile, plastic… and factories located mainly in the industrial zone in Ben Luc, Duc Hoa, Can Giuoc.
Tan Tao Group (ITA), the investor of Tan Duc Industrial Park said that in September, Long An Provincial People’s Committee, the Ministry of Science and Technology and the Ministry of Natural Resources and Environment have approved Trillions Corporation (USA) to invest in Tan Duc industrial park phase 2 in Duc Hoa.
This project is a 30 hectares complex with an expected investment of 120 million USD, which is invested by the Trillions Group and their partners  like Cosmo, CHA Technologies, Starensier US, Mountian Star, Billion TW… to provide products for Adidas and Nike, as well as catching up with the opportunities from TPP in the future.
The business opportunities after Vietnam signed the free trade agreement (FTA) and the outlook from TPP has attracted waves of FDI as well as the shift of investment projects from China to Vietnam.
Earlier, in August, Long An Provincial People’s Committee has granted investment certificate for the spinning factory of Huafu Group (Hong Kong) with an area of 35 ha and a total investment of over 300 million USD.
The project has a planned capacity of pulling 30,000 tons mill per year, estimating to contribute more than 3,000 jobs for local workers.
Huafu is one of the largest economic conglomerate specialized in spinning with experience of more than 20 years of development in Hong Kong. Moreover, they are the world’s largest supplier of high-end color yarn for the textile industry of more 60 countries and regions, such as Europe, America, Japan, Korea and Southeast Asia.
Regarding FDI in the past 9 months, total FDI in industrial parks, economic zones throughout the country reached more than 8.7 billion USD, increase by 12% over the same period.
A recent study from Standard Chartered Bank showed that there is a shift of investment capital from China to ASEAN countries to take advantage of opportunities.
Approximately 44% of units involved in the study chose Vietnam because of large domestic market, 29% choose because of lower operating costs and 18% choose because of abundant labor.
As for the garment industry, when the TPP takes effect, this is the advantaged industry therefore large foreign companies have landed in Vietnam in recent years.
To welcome new waves of investment, many localities like Ho Chi Minh City and Long An have adjusted the investment policy or extended the area of the industrial park.

Pho Noi Textile Industrial Zone (Under Pho Noi B Industrial Zone)

Geographic location:
Located near the intersection of Highway 5 and Highway 39, linking the major economic centers in the north, 28 km from Hanoi, 73km from Hai Phong, 90 km from Cai Lan Port, 40 km from Noi Bai International Airport, 15km from Lac Dao railway station (Ha Noi – Hai Phong), next to the Hung Yen custom clearance station and Thang Long urban zone.
Planned area:
120.8 hectares. In particular, phase 1: 25.17 hectares, phase 2: 95.6 hectares.
The sector attracting investment project:
Textile and other industries, particularly sectors that need industrial wastewater treatment are preferred.
Industrial zone technical infrastructure:
The industrial zone has been completed the construction of technical infrastructure for the first phase on an area of 25 hectares, including internal industrial zone road system, water supply and drainage systems, power supply, fire protection system, water supply plant with capacity of 8.500m3/day and night, and sewage treatment plant with capacity of 10,000 m3/day and night according to the European standards that have been completed and put into use. Investment project attraction status:
By the end of the first quarter of 2016, the industrial zone has received 23 investment projects, including 10 domestic investment capital projects and 13 foreign investment capital projects with total registered capital of 1,000 billion VND and 109 million USD. The total subleasing area is 46 hectares, accounting for 49% of industrial land can be leased. A number of projects that have large-scale capital are: Kien Thinh Zhejiang Corporation, Carvico S.P.A Co., Ltd, Linea Aqua (Private) Limited.

Thang Long II Industrial Zone (Under Pho Noi B Industrial Zone)

Located adjacent to Highway 5 (Hanoi – Hai Phong); 30 km from Hanoi, 70k m from Hai Phong port, 110km from Quang Ninh deep-water port.
Scale of land area:
345.2 hectares
In which: Stage 1: 219.6 hectares, 154 hectares of land area for rent

Industrial zone technical infrastructure:
Stage 1:
Thang Long Industrial Zone II has completed the work of compensation, site clearance the whole land area of the industrial zone and has completed construction of technical infrastructure on an area of 154.4 hectares.
The system of internal road in the industrial zone, water supply and drainage systems, power supply, firefighting system, water supply plant with capacity of 4,500 m3/day and night and wastewater treatment plant with capacity of 3,000 m3/day and night have been completed and put into operation. Investors are actively investing in building infrastructure for the remaining part of the 65,3 hectares area.
Phase 2: In 2011, the Government has agreed to supplement Thang Long Industrial Zone II to the list of industrial zones that are expected to expand in 2015, with an area of 125.6 hectares. So far, investors are carrying out of compensation, site clearance and ground leveling to implement phase 2 according to the registered progress.

Projects in the field of manufacturing of electronic products and precision engineering; the electronic engineering industry, transport machinery, light industry; industrial gas production.

By the end of 2012, industrial zone has received over 36 projects from Japan with a total investment of 1,040 million USD, including a number of projects with large-scale capital: the projects of Hoya Glass disk Company, Hamaden Company, Toyota, Kyocera Vietnam Co., Ltd… Currently, the total land area of Phase 1 is 106 hectares with occupancy rate of 70% of the land area which is capable for rent in phase 1 (106/154 hectares). In total registered projects, there are 21 projects went into operation, creating jobs for about 4,000 workers.

Japan-Vietnam economic cooperation will form a new value chain

In terms of PMI index, Vietnam has passed Thailand and Singapore. In shows that Vietnam business environment has been strongly improved.
Vietnam’s Purchasing Managers’ Index (PMI) has risen from 51.8 in August to 53.3 in September. Nikkei evaluated that the business conditions of the month had a strong improvement, achieving the best speed since April. Accordingly, the health of this field is positive during the past 22 months.
Ranking the countries according to the PMI index of the month, Vietnam continued to lead the overall growth list with the PMI index rising to a high in September. The Philippines advanced to the second position with 50.8 points, although overall growth is still light.
Indonesia with 50.4 points indicates that business conditions continue to be improved while Thailand has rebounded to 50.3 points after a decline in the previous two months. After the improvement last month, Malaysia (49.9 points) recorded almost unchanged production conditions in September. Meanwhile Singapore (48.6 points) fell into the decline. Myanmar (49.4 points) continue to have weak business conditions, although the speed of decline is light.
Analyzing the reasons for growth in Vietnam, according to the Nikkei, customer demand increased and new orders increase as a result. This is the most significant increase in 5 months. Order growth rate also improved sharply in September.
Thanks for that, inventories also fell for the third month in a row, the biggest drop since July.
Production output of Vietnam has also increased in 11 consecutive months. All three areas of the market have increased production, led by companies producing consumer goods.
In terms of input costs, Nikkei noted that due to rising raw material prices, including raw materials from China, input costs rise significantly, the strongest since May 2011. Therefore, in September 2017, for the first time in 5 months, companies must increase output prices.
According to Mr Andrew Harker from IHS Markit, the company that collected the survey results evaluated that the third quarter ended with a positive note for Vietnamese producers. As a result, manufacturers may continue to grow in the last quarter. Nevertheless, he noted that Vietnam should be cautious as inflationary pressures reappeared.

Startup in Ho Chi Minh City Will Be as Convenient as in Singapore

A series of specific commitments has been confirmed by HCMC’s Party Secretary Nguyen Thien Nhan to help startup environment in HCMC becoming as favorable as in Singapore.

The city is committed to preparing an industrial park reserved for newly startup and innovative businesses. Secondly, the procedure for setting up new business in HCMC will be as good as in Singapore. Third, in addition to private investment, the city will also, on a case-by-case basis, pilot public-private partnerships in support of innovative entrepreneurship.
In addition to the above 3 commitments, according to Mr Nguyen Thien Nhan, HCMC will have a general information page to reflect the creative start-up activities in the area. At the same time, he decided to meet face-to-face with the startup community twice a year to listen to their mind and remove difficulties in time.
In general, in the past year, HCMC has had very specific and significant results in comparison with other provinces in terms of start-up activities. According to director of the Department of Science and Technology of HCMC, this agency has set up 5 spaces to support innovative start-ups and links with 24 business incubators with a total floor area of over 22,000 square meters. Of which, 50% capital is from socialization.
In addition, The SpeedUp 2017 program has provided financial support tools from the budget for innovative startup projects through enterprise incubators. In the past 8 months, this program has received and processed 112 innovative startup project applications. The number of selected projects was 14/112 (12.5%), which is quite high compared to the current selection rate of many investment funds (VIISA reaches 5%, VSVA reaches 8%).
This year, the HCMC Department of Science and Technology has also set up 4 Steering Committee for Innovative Ecosystems for 4 key areas of the city, including mechanics, food processing, plastic – rubber – chemistry and information technology.
With a network of 145 consultants and innovative start-up advisors from many different disciplines, up to now, 938 start-up projects have been connected to help develop business ideas. There are 3,200 individuals and start-up groups connected to investors, experts and consultancy organizations. Moreover, over 300 startup products are promoted to the community.
However, a general assessment from the Department of Science and Technology of the City, most startups in Vietnam are newly invested at the seed stage with small scale and the possibility of breakthrough growth is not high. This is a matter of concern.

Toyoda Gosei Invests in Auto Parts Factory in Tien Hai Industrial Park

Toyoda Gosei Group, the world’s leading manufacturer of auto parts, supplying for Toyota (Japan) has decided to choose Tien Hai Industrial Park, Viglacera as the location to set up factory in Vietnam.

Viglacera Real Estate Trading Company and Toyoda Gosei Group of Japan have just signed a land lease contract with an area of 11.3 hectares in Tien Hai Industrial Park, Thai Binh province, which is invested by Viglacera Corporation.
Toyoda Gosei is the world’s leading auto parts manufacturer, supplying for Toyota, with a network of about 100 factories and offices in 18 countries and regions.
The new plant is expected to be built in early 2018 and put into production in 2019 with a total investment of 24.6 million USD, specializing in the production of airbag components and airbags for safe protection for drivers and passengers in cars, leather and polyurethane coated car steering wheels.
Toyoda Gosei’s products will be exported to Japan, USA, Europe and some other regions.
Toyoda Gosei has also invested in Hai Phong, with 3 large-scale workshops, and also one of the largest investment companies in Nomura Industrial Park in Hai Phong.
Tien Hai Viglacera Industrial Park has the advantage of geographical position when locating near the coastal highway connecting the 6 northern coastal provinces (Quang Ninh – Hai Phong – Thai Binh – Nam Dinh – Ninh Binh – Thanh Hoa), which has just started construction in May 2017. In which, the construction of the expressway locating in Thai Binh province will be completed by the end of 2018, shortening the distance and travel time from the industrial zone to Hai Phong port (40km) – 60 minutes).
In addition, enterprises in Tien Hai Industrial Park are also enjoying attractive incentives for enterprises in the economic zone such as 10% corporate income tax rate for 15 years, tax exemption for the first 4 years and reduction of 50% for the next 9 years; land rental exemptions from 11 to 19 years; import tax incentives; personal income tax incentives…
Therefore, only after less than one month since the decision to establish Thai Binh Economic Zone was issued, Tien Hai Viglacera Industrial Park has received the attention for information and investment decision from many investors coming from the countries like Japan, Korea, Hongkong, Taiwan…

Mavin Pledged to Invest 80 Million USD in Nghe An

Mavin Group (Australia) has operated in Vietnam for a long time and now they do not hide their ambition to expand investment and set up business in Vietnam.

In February 2017, Mavin Group inaugurated an animal feed production factory in Nghe An. This plant has a total investment of 15 million USD, which is built on an area of 3.6 ha and has a capacity of 300,000 tons per year.
Mavin Group has invested in Vietnam for more than 12 years and now has production facilities in 7 provinces and branches, warehouses in 19 different provinces in the country. However, up to date, Nghe An is the only province that Mavin plans to invest in 4 separate projects with a total investment of 80 million USD.
In addition to the inaugural animal feed factory, Mavin Group plans to deploy 3 more projects in Nghe An.
In April 2017, Mavin Group was granted a license to invest in a 18 million USD hi-tech pig farm, built on an area of ​​100 hectares. Subsequently, the Mavin Group plans to invest in a Veterinary Research Center. At the same time, conducting a feasibility study to invest in a food processing plant that may be launched by 2018. The project has a total investment of 25 million USD, built on an area of ​​5 hectares, capacity of 200,000 tons/year. In addition, representatives of the Mavin Group expressed their satisfaction when investing in Nghe An. Moreover, they also suggested that investors should choose to invest in Nghe An not only because of favorable geographic location, synchronous facilities, great source of human resources but also highly supported from province leaders with great investment incentives.
According to the representative of Vietnam – Singapore Industrial Park (VSIP) in the Central and South regions, recently many local and foreign investors have come to Nghe An seeking investment opportunities.
Previously, in September 2015, VSIP Nghe An was officially started construction with a total area of 750 hectares. After more than a year of land handover, up to now, VSIP Nghe An has now leveled and built complete infrastructure for about 100 hectares of industrial land area in phase 1A. The wastewater treatment system, clean water supply, power supply, fire prevention and protection have been completed and ready to serve investors in production.
More than 90 companies from many countries and territories have come to find out information and investment opportunities at VSIP Nghe An and 10 companies have signed investment commitments with total investment capital of over 400 billion VND. By the beginning of September 2017, some companies have received land handover and started plant construction. In which, the first factory was officially put into operation. It is expected that by the fourth quarter of 2017, two more companies will come into operation, attracting about 1,000 workers.
It is known that VSIP Nghe An is the 7th project that VSIP deployed in Vietnam. Previously, in addition to 2 VSIP projects in Binh Duong, there are projects in Bac Ninh, Hai Phong, Quang Ngai and Hai Duong. Currently, VSIP’s projects attract a total of 720 investors from 30 countries and territories with total domestic and foreign investment of 9.2 billion USD, creating jobs for about 180,000 workers.

Foreign Investment in Hanoi Increased Strongly

Foreign direct investment (FDI) into Hanoi is increasing in both quantity and quality. Foreign investors have gradually believed in the decision to set up business in Vietnam.

Unlike many other localities in the country with large FDI projects such as billion-dollar manufacturing complex, Hanoi is much quieter in attracting FDI. But the reality is different. According to the statistics from the Foreign Investment Agency (Ministry of Planning and Investment), up to the end of May 2017, Hanoi still ranked at the 4thplace among provinces attracting the most FDI with over 26.2 billion USD.
If we list the large-scale FDI projects registered in Vietnam since the beginning of 2017, Hanoi can contribute 3 projects, first is Aeon Mall Ha Dong with registered capital of 192.51 million USD. The next is Coca-Cola Vietnam’s 319.8 million USD capital increase project and 72 million USD Park City project.
Last year, a series of FDI projects poured into Hanoi. For example, the project to invest in the purchase and operation of technical system, equipment, technology, software and trading of lottery elective named “Vietlott” (210 million USD); Vietnamobile Company increased its capital (208 million USD); or Vietnam Public Bank project (134 million USD) …
Not to mention, Hanoi has attracted Samsung’s 300 million USD Center for Research and Development (R&D). This proves that the quality of FDI inflows into Hanoi has been improved.
According to information from the Hanoi Department of Planning and Investment, the city is working hard to improve the investment environment to attract more investment capital both at home and abroad. Many solutions have been mentioned, such as facilitating access to land, land use, land for investment and business; improve the efficiency of administration, administrative reform, improve the investment environment; promoting and enhancing the effectiveness of investment promotion activities…
Good news for Hanoi is that the Prime Minister has officially issued a separate Decree allowing the implementation of separate mechanism for the Hoa Lac Hi-Tech Park. For example, allowing investment projects in Hoa Lac Hi-Tech Park to enjoy the highest incentives in accordance with the law of Vietnam, allowing the application of the one-door mechanism, prioritizing the allocation of land funds to develop housing for employees… This is also an opportunity for Hanoi to attract investment in hi-tech sectors, attracting investment from multinational corporations – a priority orientation for FDI attraction identified by Hanoi for many years.
In addition, Hanoi also determines to encourage the development of supporting industries, biotechnology, using modern technology, friendly with the environment; projects in the field of information technology, agricultural development, food safety… And especially, large-scale infrastructure projects.
Without hesitation, Hanoi has frankly expressed the desire that Japanese investors will invest in urban railway projects, investment projects to build bridges spanning the Red River, ring routes, metro lines, underground parking lots, satellite urban areas…
Not only FDI capital, calling for investment in these projects also means that Hanoi also determined to promote investment in the form of public-private partnerships (PPP). In the first 6 months, Hanoi has attracted 24 PPP projects, with a total investment of 32.103 billion USD. A very promising shift, promising that in the coming time, there will be strong waves of investment poured into Hanoi.

Korean Corporation Builds Aircraft Engine Spare Part Factory in Vietnam

Hanwha Techwin Corporation from Korea has selected a 10 hectares site on the suburb of Hanoi to build a factory manufacturing aircraft engine spare parts.
The Corporation is now waiting for the Vietnamese Government to approve the project. If licensed, Hanwha Techwin will start construction of the factory in August 2017 and begin operation in the second quarter of 2018. This factory covers an area of 6ha, 8 times more than a regular football field.
In order to implement the plan to raise revenue from aircraft engine spare parts to 900 million USD, Hanwha Techwin is seeking to expand capacity through opening factory abroad. In which, among many areas targeted by Hanwha Techwin, Vietnam was selected for having a suitable logistics environment and high competitive advantage in terms of production costs.
This technology corporation is expanding its engine parts businessby winning large contracts from leading global aircraft engine manufacturers such as GE, Pratt & Whitney (P&W) and Rolls-Royce.
Earlier in April 2017, Hanwha Techwin Corporation started construction of Hanwha Techwin Security factory in Que Vo Industrial Park, Bac Ninh province. Phase 1 of this 100-million-USD project will manufacture CCTV camera, storage devices, high technology security surveillance devices.

Will Form New Value Chain in Vietnam – Japan Economic Cooperation

Japan has truly become a strategic partner of Vietnam. Currently, trade activities between the two countries are being promoted and more and more Japanese businesses choose to set up company in Vietnam.

According to Mr. Hironobu Kitagawa, Chief Representative of the Japan External Trade Organization (JETRO) in Vietnam, it is not just a single sector investment, the integration of industry groups to create new value chains is essential for Vietnam -Japan economic cooperation.
During the recent visit to Japan by Vietnam Prime Minister Nguyen Xuan Phuc, many collaboration memorandum have been signed, as well as 1,600 attendees pointed out that Japanese enterprises pay high attention to the investment in Vietnam. In the eyes of Japanese businesses, Vietnamese market is a continuous growing market. In addition to the second group of industries (manufacturing and processing industries), enterprises will expand into other sectors such as the first industry group (agriculture sector) and the third industry group (service industries).
Japanese side affirmed that they would continue to support Vietnam in implementing the plans of the 6 selected industries in order to accelerate Vietnam’s industrialization and modernization process. Basically, direct investment from abroad will boost domestic industry and boost economic growth. Of course, if foreign economic relations accelerate, the ability to create new business opportunities will be greater, while stimulating the domestic consumption market. Therefore, through the receipt of investment from abroad, the building of mutually beneficial relationship is necessary.
Increasing investment from Japan in 6 areas (especially electronics, food processing and car accessories) is the focus for accumulation of supporting industries. This is expected to contribute to the nurturing of Vietnamese enterprises. Moreover, JETRO will continue to contribute to the development of supporting industries in Vietnam by organizing annual supporting industry exhibitions.

Canadian Investors Invest in Binh Dinh Province

Seldat Vietnam Co., Ltd (coming from Canada) went to Vietnam to set up business by implementing the garment factory project.

Department of Planning and Investment of Binh Dinh province has just granted certificate of investment registration for Seldat Vietnam Co., Ltd (investors from Canada) to invest in Seldat Vietnam garment factory project in An Hoa village, Nhon Khanh commune, An Nhon town, with a total investment of nearly 1.2 million USD.

Accordingly, the project will invest 5 production lines with designed capacity of 2 million products/year, products are mainly exported to the US market. The project is built on an area of 2,440m2 and is expected to be completed and put into operation in quarter II/2017.

The project is licensed within the first days of the year so that it can be considered a meaningful gift for the efforts of the Binh Dinh province in attracting investment. BinhDinh province has consistently implemented reforms, simplification of administrative procedures, thereby contributing to create an open investment environment, attracting investors to come to the province. Up to date, Binh Dinh has 69 FDI projects, total registered capital of 783 million USD, mainly are investors coming from potential economies in the world like the US, China, Japan, France, Korea, Singapore, Malaysia, Thailand….

In 2017, in order to continue to be an attractive destination for investors, besides the administrative reform, leaders of Binh Dinh province will strengthen dialogue with businesses in order to listen to their desire, disassemble any difficulties and obstacles to improve the investment and business environment, promoting economic development of the locality.

Currently, the Department of Planning and Investment of Binh Dinh is finalizing the draft scheme for implementation of the model “one door, one door interconnection”, preparing to submit to the leaders of Binh Dinh province for consideration and promulgation. At the same time, the E-Regulations project (electronic regulation system). The website has been completed, fully published the procedures relating to foreign investment so that investors can access and search for information about the investment procedures when investing in Binh Dinh.

According to Director of Investment Promotion Centre (IPC) of Binh Dinh, Binh Dinh province’s goal is to continue to invest in development of Nhon Hoi Economic Zone and industrial zones as planned for these places to become seeds of the province’s growth in the sectors such as industry, tourism services, urban; create motivation and basis so that until 2020, Binh Dinh province can basically become developed province of the central region.

Many Foreign Brands Are Coming to Vietnam

Realizing that Vietnam is a promising market, foreign enterprises want to do business in Vietnam through the form of franchising. Recently, many consumer goods, fashion and cosmetics brands from Japan and Thailand are promoting the franchise with Vietnamese partners and enterprises.

In the framework of the program “Vietnam – Thailand Enterprises Interaction in The Field of Franchising” which was held in Ho Chi Minh City (HCMC) recently, there were 40 Thailand enterprises operating in the food, beverage, restaurant, supermarket, health care, cosmetic sectors joined to find partners in Vietnam.
According Mr Nupartpat Sutthitham, Director of the MP Mart convenience store chain (Thailand), currently in Thailand there are 3 MP Mart stores, in which the model is not the same as Family Mart or Circle K. While Family Mart sells mainly food (80%), MP Mart sells mainly fast moving consumer goods, which are produced in Thailand (70%).
According to representatives of MP Mart, the cost to open a store in Thailand with an average area of 150 m2 is approximately 50,000 USD. Realizing the Vietnam market has many opportunities, MP Mart wants to explore and this is the first time this brand comes to Vietnam. The criteria for selection of investors, partners of MP Mart are having financial resources to be able to scaling this model in large numbers in Vietnam.
Meanwhile, according to representatives of Kokekokko – a well-known chicken fast food brand in Thailand with 5 stores, using Japanese spices to marinate chicken. Representatives of this brand also did not hide their intention to find partners with business understanding and financial resources to open stores in Vietnam.
Also in late November of 2016, there were 9 Japan enterprises with 14 fashion brands came to Vietnam to find partners to open franchise stores or distribute products in the domestic market.
According to Mr Akira Kaise, representatives of I Am Company Limited, this fashion brand has been presented in many markets around the world such as Hong Kong, Shanghai, Korea, Taiwan, Spain, UK, Netherlands… and this is the first time he comes to Vietnam to study the market.
Representative of I Am Co., Ltd commented that young population, good economic development, increasing people’s incomes… are factors to make Vietnam becoming a potential market for fashion items. In addition to the market penetration, the Company is also interested in outsourcing or investing in Vietnam to take advantage of low labor costs and highly skilled labors.
At the Vietnam market, Japanese businesses are often mentioned in the culinary field, meanwhile, the fashion, cosmetics or beauty brands are not widely known by consumers. Thus, recently, many Japanese cosmetic brands have decided to enter the market of Vietnam and looking for official distributors.
In an activity operated by the Esuhai Company of Vietnam recently in HCMC, there were nearly 10 cosmetic brands of Japan participated. Among them, the brand Kose is well known by many consumers.
According to the representative of Kose, this enterprise has been established since 1946, global sales reached 2.1 billion USD a year and has been presented in 18 countries. However, so far, this brand does not have official distribution channel in Vietnam market. Therefore, along with the promotion of market presence and product introduction, on this occasion, Kose desires to find agents and official partner in Vietnam.
Meanwhile, according to representatives of Nippon Menard Cosmetic Company, owner of the brand Menard, the Company is fully confident to introduce their products to consumers in Vietnam and wanted to find good partners to be able to access to more consumers.
According to the representatives of the Japan External Trade Organization (JETRO) in HCMC, Vietnam currently has more than 93 million populations, of which half are women who want to become more beautiful as earnings are improving and willing to spend the budget for beauty and body care. Therefore, this is a favorable time and good opportunity for the Japanese cosmetics brand to penetrate the market of Vietnam.
However, there is the fact that the Japanese cosmetic and fashion products are priced relatively high compared to the average income of local consumers. In addition, the Japanese fashion is not common in Vietnam market. Therefore, this is seen as the first step for the fashion and cosmetic brands of Japan to explore the market and find partners.

Open for Private Investment in Vietnam Railways

The revised Railway Law has just been passed by the National Assembly will create attraction for investors to set up company in Vietnam to invest in infrastructure and railway projects.

The revised Railway Law has just been passed by the National Assembly and is expected to come into force on July 1st 2018 with many preferential mechanisms that will create attraction for investors to invest in infrastructure and railway projects.
Up to now, Lotte E&C (Korea) is the most zealous foreign investor in the Yen Vien – Lao Cai Railway Upgrading Project and the project to build railway connecting Lao Cai – Ha Khau in the form of PPP. Previously, in mid-February 2017, a preliminary study including investment plan, capital size and project repayment capacity was submitted by the Korean investor to the Ministry of Transport. In addition to the proposal to apply the form of build – lease – transfer (BLT), Lotte also wants to receive some incentives during the implementation of the project.
It is known that with the type of BLT contract, Lotte will invest capital to build infrastructure. Upon completion, the investor is entitled to provide services on the basis of operating that facility in a determined period of 20 years. The competent state agency shall hire the service and pay to the investor, when expired, the investor shall return the facility to the competent State authority for management and use.
Moreover, the Railway Law (amended) has added a number of provisions, which are considered to be the great drive for the railway sector. Specifically, the rail transport business is defined as the industry that is entitled to investment incentives; Organizations and individuals engaged in railway activities shall be entitled to incentives and supports such as free land use fees for land area for infrastructure construction, the highest incentives level for enterprise income tax rate, enjoy the most preferential credit policy; applying the pricing mechanism for the mode of leasing or transferring the right to exploit railway infrastructure.
These regulations will create breakthroughs in investment resources, attracting businesses to concentrate resources on railway development, in fact many countries have similar policies.
